fuel rail covers

I am having problems getting my fuel rail covers to fit on. is there something im missing? what do they go under/over?

there already notched to fit. i am just having trouble getting them on. they go over the packs, under the throttle cable, and what about the other wire looms?

I got it. the one main loom that goes to the ECU on the passanger side had to be pushed back. as well as the metal line was too close to the block.
