I use Datamaster along with TunerCat and I have not been disappointed. TC lets me create programs for racing, everday driving and for long hauls (disable PE for better gas mileage).
You have an OBD 1 car and they are the easiest to tune.
The setup with hardware will cost you around $250 - $300 but you will have hours of fun.

I'm in the market to buy a laptop specifically to run tuning and monitoring programs for my 95 formula lt1... what are the minimum requirements for the processor? Will a 200mhz running Windows 98 be sufficient? Thanks.
It will work.
However, I use a laptop running at 500 Mhz and I cannot consistently get 10 data points per second. I am sure with a slower machine, you will have an issue with how much data per second you can acquire.

If you turn off the real-time display updates while recording you will not have any problems getting 10 frames/sec which is the maximum the PCM protocol allows. I ran this a lot on a P166 laptop /Win98 and had no problems getting 10 frames/sec even with the display updates on. Probably depends on the laptop and if any other programs are running in the background.
