I have noticed several times today that my wipers will raise about an inch then go back to where they belong. They just nudge up then down completely on their own. WTF.
Has anyone seen this before?

Well my old POS buick did that when the wiper motor went out, but that was when I was trying to use them(had to use a ****load of rainx till I got a new motor lol), it didn't do it on its own though. Got one from a jy and the problem was fixed, but since yours does it on its own it might not be the problem.

Any fuses blown? Maybe check some wires going to the wiper motor?

I would suspect the switch on the column or the wiper delay module but I don't have a clue where that might be.

Its your motor, just replace it and you'll be good to go. I just replaced mine a month or so ago because it would pop up in the ready position and wouldn't go back down.

How hard is that to do, I know how to take the dash cover off.

You'll have to remove the drivers sides wiper and possibly the pass. side, (modified my car so i don't have to, thats why i'm not to sure. I've been through 3 motors so far). You have to remove the plastic cover that goes around the wipers and has the wiper washer jets installed in it. After that you can unbolt the mount for the drivers side wiper and then you can access the motor. The motor will have linkage attached to it but they're just a press fit on and will pop off. Then you replace the motor and reassemble. Make sure you get the linkage pressed back on all the way if not as soon as you turn on the wipers the linkage will come back off and you'll have to tear it apart again.

So I assume the motor is access from inside the cab and under the dash cover? Or is it in the engine compartment?

Where are your wiper jets located? inside or outside the car?

They're on the outside, when you hit your windshield washer it shoots fluid on the outside of your window. The plastic piece you need to remove to get to everything is the piece with the wiper jets in it.

I removed the motor and externally it looks fine. I pulled the electronics cover and everything looks good there too. I was hoping to find evidence of shorts or opens. Im going to clean it and put it back in.

The motor to me seems very simple all things considered, however I still have the feeling the problem might be elsewhere. Hopefully not the turn signal/wiper switch assembly, that look like it would be a bitch to replace.
