Bringing chrome back to life

Last weekend I was cleaning my car and my neighbor came over and asked if i knew how to fix up his wheels on his truck. He has stock chrome wheels which still look good. but he said they used to look much better, shinier. He said he went offroading in the sand and it dulled them. Is there any kind of polish that he could try that would help bring back close to the original shine. i am guessing for the most part its perminant damage but they really dont look to bad. I was thinking maybe a wax polish and wax might cut and fill the scratches and make it look a little better.
