i was wondering if there are any cheap or inexpensive scan tools that will pull up codes on my car its obd1 but with the obd2 connector. the only one i know of is the snap on scanner that goes for over $2k. I also have a madz28 tune as well

Do you have an interface cable?

IF you can convince autozone or someone that has an OBD1 scanner to let you do this, you can use some pieces of wire to connect the scanner to the correct pins on the OBDII connector. The only thing preventing one of their scanners from working is the shape of the new plug. Some people have actually chopped it off and put an obd1 plug on it.
Search on here for pinouts of the 1 and 2 connectors, then just use wires to jumper to the proper points.
Another idea would be to find an OBD1 connector from a 94, and splice it in under the dash so you have both style plugs....

You could plug it in to a pc or laptop and use something such as freescan (which is free) to monitor everything and pull codes. If you are thinking of buyint anything thats a good place to start, then you won't have to mail you pcm off to get the tune reflashed either.

Check these refurb units. You'll also need the correct cable.

Autoxray and Actron are just of couple of readily available brands of scanners that will work on your car. Just make sure you get the correct cable for your 1995.
