i changed my starter and now i having problems

i put in a new starter. and i tried it with out shims and with 2 shims and both times it had problems starting the car, it makes kind of a high pitch sound and takesa few tries to start the car.. any ideas?
im 99%sure nothing is wrong with my flywheel
