Quick question about o2 sensor readings....

I did a search and did not yield the results i was looking for. on my 95 t.a both of my o2 sensors are reading about the same numbers constantly, as in they are not fluctuating between .9 and .1. they are constantly in the .6 to .8 range. would this be a sign of faulty sensors?

02 sensors should fluctuate very rapidly, if they are slow and dull then ur 02s are bad
