There is no "best".... there is only one bolt pattern that will fit a 4th Gen F-Body, and thats 5 bolts x 4-3/4" circle.

best offset for a 95z?
The 17x9" and 18x9" wheels are only available in 25mm offset (6" backpsace) - that will push them wayyyyy toward the outside of the front fenders, possibly putting the tires outside the fender. Some people like that look, most don't. To see where they will put the tire, measure out about 1-3/4" from where the tire sits with your stock 16x8" rim..... that's how far they will stick out. You have to decide it you want it.

The 18x10" wheels are only available in 41mm offset (7-1/8" offset). That will work in the back, putting the outer edge of the tire just inside the fender line, when you look straight down from above the car. That's just about where a 17x11 50mm wheel with a 315/35-17 tire will sit. There may be a slight interference with the fender lip, and there will be no problems with the inner fenders.

To see where they would sit, compare to these pics of my Formula. The front wheels will stick out 1" more, the rear wheels will stick out just about the same.
