Is it Legal to tune or not?

From what I understand anything that we do to modify our oe stuff.Is considered not legal.Another question also isn't tunning only supposed to be used on a non pollution vehicles(Track cars)etc.,But yet theres people tunning their daily driven cars..Question;Legal Or Not?Can someone explain?I like to obey the Laws.

Anything with a C.A.R.B tag is legal.. youll find the actual tag on some headers. But most anything else is off-road use ONLY. Which means you arent supposed to use it on the street however, who is gonna know if you tuned the car? In most cases tuning will actually HELP emissions. So what is more ethical to you?

Read what I posted above. Off-road means track only... not street legal.

Do you have emissions testing in your area? If so, then as long as you pass emissions you are legal. If no emissions testing, then do whatever you want as long as you have cats on the car.
If you live in California, you must have a CARB # for all aftermarket parts.
This is my interpretation of what is legal and not legal.

i figure its legal if you don't get caught, illegal is if you get caught.
