Just check up into his history and make sure hes actually decent at it.
I've been a fan of dynos.. Not only can I go after higher peak numbers but I can manipulate the curve to get the most out of it anywhere.

Depends on how good your mail order tuner is and what your setup is. Typically way less than 10hp.

This depends on what your looking for. If you have driveability problems (stumble, bog, surge at cruise) street tuning in the real world is the way to go. This can take quite some time to get it perfect depending on how radical your setup is, and if it's a Mass Air or SD system. If your interested in getting the WOT AFR in a reasonable safe range (12.5 to 13) then a street tune with a WB installed works great as well. This can actually be a little better than a dyno for setting AFR because you can look at AFR the whole way thru the gears. This doesn't always perfectly match dyno results. Now, if you looking to make peak power and torque at WOT, there's no substitute for a good hour or two of flogging on the dyno, changing fuel & timing to get the sweet combination.
Just my opinion!
