Lower the flood control timer?

Maybe to just 45 seconds? 60 seconds is alot of time. Just a suggestion.

Which is worse? Having to wait a few seconds to make another post, or having to wait for much longer while looking at a "The server is too busy at the moment, please try again later." screen when posting AND reading? 15 seconds could make that difference if the server is really getting pounded.
