Assuming "b.s." = backspace - What width are the wheels? Can't answer the question without that info.

If its a 15x8 wheel, you need a 5.5" BS to keep the tire inside the fender line. For a 15x10" wheel, you need a 7.5" BS.

This is a 15x10 7.5BS with a 28" ET Drag. A 15x8 5.5BS would sit in exactly the same place, relative to the outer fender. A 4.5" BS would move the tire out 1".

can you get pro-stars in a 15x10 w/7.5 bs and are there any inner fender mods needed

Yes.... Pro-Stars are available in 15x10 7.5" BS... that's what I run. I had already hammered my inner fenders for 315/35-17 BFG drag radials, on 17x11 ZR1 replicas, so when I had the QTP 28x11.5-15's on there, I didn't have to do any more hammering. When I went to the ET Drag 28x10.5-15W's I had to hammer a lot more.

You need to grind the fins off the corner of the brake calipers.

What actual diameter are the 28's you are looking at? When you get to 28.0" you will have problems with the edges of the fender openings.
