Fans come on when jumpered, but not while driving
I can turn both fans on if i jumper them using a paperclip. They will come on when i have a SES light. But they wont come on when i'm in traffic and the needle heads to the red. Relay problem?

Ahhh I had the same issue. First check the fuses, then I'd move onto relays. If its not those it could possibly be the fan motors drawing to much current. Or, like my case, theres a loose connection. I was fiddling with the fuse block, EGR, O2s and EVAP and it worked. Don't ask me which was the culprit though

No, you can't visually see a broken relay unless it somehow cracked I suppose. Try rearranging the relays to see if the fans work with say the air pump relay. If they still don't work with the other relays then its not the relays.
