Car wont turn over when I turn the key. Vats to blame?

Ok here is the deal I pulled the motor out of the car so I could put in the 383 when it was ready. Car sat for a month with the engine out and the battery disconnected. I also pulled out the dash to gut the ac system. I did not leave anything disconnected but the air bags and the blower motor. The dash lights come on and every thing seems to be working. But when I put the key in the ignition and turn it to the start position it does not turn the motor. I did the jumper mod in the starter relay car will turn over and crank and dies in about 2 sec. The fuel pump is coming on when I turn the key on. And when the car dies the fuel pump is running then turns off as the car is not running. I am not sure what the problem is. I asume it could be the vats but I took apart the connector by the stering colum and I took the spare key and touched the wires on each side of the key and had someone put the key in the ignition turn it on and still wont turn over. All the fuses are good. I need some help.
Anyone have any suggestions? Or know what the problem may be?

Also besides the the car wont turn over with the key until I do the relay jumper mod. The car has not been reprogramed for the 383. Is that a possiablity of why the car wont run more 2sec? It will if I spray gas in the intake. Not sure if the engine needs more fuel then the car is getting and just dies from lack of fuel amount. What do you guys think?

Since I did the starter relay mod will vats let the car start then kill it right away?

UPDATE:D

I look at the stuff under the dash I pulled out today. And mounted to the airbag was a little black box. I took it off and installed it in the car. And the car turned over without the jumper and stayed running:D :D :D Oh yes. I cant belive I missed that little black boxs.

So I take it that that was the vats control module?

And also a car will start with the vats not properly working with a jumper in the stater relay. But will die right after it started. because the fuel injectors quit spraying fuel. I have seen post that people say they wont start at all. But mine did.

Yeah, gotta have the VATS module or the PCM will shut down the injectors.
