twin TO4B turbos, what kind of numbers can it produce

The turbos have a .60ar compressor and 1.15 on turbine side. Will two of these turbo produce 700rwhp?

From what I have heard and read,these turbos can support 400 hp each.IMO the exhaust A/R is too big,unless you have a 400+ ci inch motor Im pretty sure youd have to spool them a bit before you take of.Im no expert.. These turbos can be often seen on ebay.
