Unlikely a relatively stock engine would have vacuum that low, but first check it with a mechanical gauge. Then check the harness connector for the MAP sensor..... they "dry out" and start to crumble, causing poor connections. If that is OK, check the MAP sensor. You would need access to a vacuum device, like a Mit-E-Vac. With the sensor removed from the manifold, but still attached to the harness, key on, engine not running - attach the vacuum pump to the sensor nipple and pull a vacuum while measuring signal voltage.
