after waxing my car last, i noticed it isnt as smooth as it used to be on the rear panels and im not sure why. it just seems rough, like it is dirty but just had wax applied to it. does this mean i need to claybar it?thanks

Couldn't hurt if you do it right. Might want to strip the wax off first by washing with Dawn, then wash with your carsoap + claybar, then rewax/polish.

Yes, the clay will remove most, if not all, of the roughness and make it smooth as ice. You are probably feeling some contamination that has bonded to the paint over time. The areas that you mentioned usually collect more grime than most other areas, which will need to be cleaned and clayed more frequently.
It's a good idea to rewax the area after claying too, although if you use a synthetic product, the clay will not remove much, if any, of the protectant.
