98 ta, turn headlights on, they come up, but then put to parking lamps and...

the lights turn off, but the assembly stays up. and for me to get them to go down, i have to turn the lights off completely. it seems when i go from headlights on, to just parking lamps, they aren't getting the "retract" signal, and only get it when i go to the off position.

is that normal? i didn't think it could possibly be normal.

Yes, At least for 4th Gens (I don't remember if my 3rds did it too)

I would imagine that it's to prevent premature wear in the headlight assembly - Sure more details are forthcoming from those in the know...

Thats the way fourth gens were designed, that if you put the lights up and then switch the light to the parking lamps the lights stay up.

Its actually a good idea, for when you park and leave you car running, you can leave the lights up and spare the plastic gear in the motor of some abuse which it doesnt need.

Yep, mine does it too. I like the idea, as my DRLs are hard to change the bulb in since my ICs now sit in the way. But instead of having to remove the ICs to change the DRL bulbs, I can popup the headlights and turn them off. They stay up, and I can reach right in from the top and change the DRL bulbs.

Bone Maro I noticed that myself, that the corner/turn signals could be changed simply with the head lights up, instead of taking out a bunch of bolts and a plastic shroud like the owners manual says. when i told one of the techs at a pontiac dealership he was amazed and laughed saying figures GM would find the hardest way to do it.

I just cant believe no one at GM would have seen that.
