I finally found the 3M 39009 and tomorrow will be the big day to remove some scratches and swirls (by hand)
What order should I use these products in????
Here is my plan...
39009 applied by hand
Dawn Wash
Clay Bar
Dawn Wash
Z-1/Z-5
my question is, Do I need to clay if I 39009???

You already have the process mostly correct! Yes, claying will make a difference. The 3M SMR is not aggressive enough to remove embedded contaminants, so claying will still make the surface even smoother and contaminant free. The 3M is primarily for light swirls and scratches.
About your application order, you can skip the second DAWN wash if you just use DAWN as the lube for your claying. Mix up a bucket of DAWN suds and clay each panel with the solution. Two DAWN washes are unnecessary because the clay doesn't leave oils, silicones, or waxes after using it. After the claying just Z6 the car before applying your first coat of Zaino.

I would clay FIRST (after washing the car) and then use the 39009, however will have limited results at best if you intend to use the 39009 all over the car by hand, you will more than likely not be able to attain an even finish all over the car by hand, for best results with 39009 you will need an orbital buffer and a foam pad. Doing small spots with 39009 by hand is OK or even a quater panel or two, but all over the car, probably not.
The 39009 is not a wax, so remove it BEFORE it dries on the paint and you can not work with it in the sun or when the paint is hot.
