Chrome SS rims foggy(rough)?

While washing the Z and finally getting to the rims i noticed that the rear rims where a little foggy between the pegs or pedestals. It was rough to the touch. I tried some mothers chrome polish and it had no effect. Any tips or tricks I can do to fix this problem? Thanks.

If it's rough it likely won't polish out by hand. Otherwise, try more elbow grease...

Were they like this before? The question might be what caused it. Do NOT use bleach type tire cleaners, such as Westley's Bleche white. They attack most wheel finishes, even chrome.

I also stay away from those wheel cleaners as well. Almost every one of them contains acid of some type that is no good for your wheels in the long run, and will remove most waxes/polishes that you may have applied.
