Not to sound stupid, but is the black area around the headlights on the 1994 Z28 (green car, btw) painted or is it some type of plastic finish? My is very dull, so I'm assuming that the previous owner never waxed that part of the car.
I just don't want to buff it out and wax it, only to find out I was supposed to use something else there.

It is a semi gloss or flat black painted area.

Yes, I have waxed them as long as they are smooth and not grainy.
