How to remove black stuff from around exhaust tips?

The area around my tips are starting to look pretty bad. The bumper had black stuff all over it. What can I use to remove this stuff?

The tips are stainless, an s.o.s. pad works wonders!

On the bumper try some rubbing compound or a clay bar.

I usually use a wet rag to clean the tips themselves. I have the stock black tips.

Just use a metal polish. Never dull works Very well also.

Sorry guys I meant the stuff that's on the bumper. I keep the tips pretty clean but the black stuff around the exit of the tips is black. Thanks for the help guys.
