what does the rubber piece behind the headlight motor do?

what does the rubber piece behind the headlight motor do?
with my new hood the headlight housings catch on that rubber peice that sits behind the housing. What does that do? Just catch crap from flying into the motor compartment when the headlight housings are up?? I removed mine already, and haven't noticed anything bad yet, but I would like to prevent anything bad from happening.
