Removing/Remounting Ground Effects

There is a bit of rust under the ground effects on my front fender and I want to remove that large piece, remove the rust, paint it, then remount it. How are they attached to the body? Also, if I am painting my whole car, should I remove the ground effects, paint the car, then paint the ground effects and attach it? Thanks, I can't wait to get my car looking nice again.

They rivet some metal plates on, and then they mount the gfx by using screws of various sizes! It's pretty stupid if you ask me, especially the way they mounted the rear spoiler!

Damn. So I have to leave them on when painting. Atleast its less work.
