It's highly unlikely to be a laser. Most likely LED. I'm guessing here, but I'd say the body panel has been cut out. A backing material has been applied to the inside of the fender. The backing material is translucent, and there's one or more LEDs behind it which would most likely be wired in to the running light circuit.
I did some searching and can't find anyone selling it as a product. I'd ask the person who posted it on Facebook.

Most likely: Electroluminescent Displays (ELDs) are a type of Flat panel display created by sandwiching a layer of electroluminescent material such as GaAs between two layers of conductors. When current flows, the layer of material emits radiation in the form of visible light. Electroluminescence (EL) is an optical and electrical phenomenon where a material emits light in response to an electric current passed through it, or to a strong electric field.
Panel of this type can be made in just about any shape or size.

hmm... well for starters its umm... ugly. :-/
But if glowing purple is your thing there's only 2 ways around it:
1) laser-cut logo out of an aftermarket panel, with a LED style backlight.
2) its fake... sort of... That glow is exactly how my reflective TRANS AM door logo stickers look in flash photography. Mine reflect in silver, due to the sticker used, but you can order them cut with any kind of reflective color.
If it really IS glowing, my money's on a plastic-bar lit by LED.... mounted behind a laser cut body panel. I'd seriously question any claims of that though... it just looks like reflective stickers under strobe/flash.
