Ground Effects badly scuffed up.

The ones on the front are not physically bent or damaged but they're badly missing paint or scuffed up in areas and it's getting on my nerves. I want to repaint them but I've never touched anything related to body before. I want to know, how difficult is it to paint fiberglass parts? What steps would I need to follow? Would I actually need to remove the Ground Effects? I heard they were pop-rivited in. Does the same go for the front clips? Should I undertake this or just send it to a body shop? The side clips need to be replaced, badly on the driverside and I'm looking into replacing them with a west wings kit. Let me sum up my questions

#1 How difficult would it be to repaint old ground effects?

#2 When I purchase new ground effects, how difficult would it be to paint them?

#3 What steps do I need to follow to paint these parts? What tools will I need?

#4 Will the front ground effects need to be removed to repaint?

#5 Will I beable to mount the ground effects from west wings myself without any special tools or.. what?

If the ground effects are missing paint but don't have a lot of damage on them, they are probably urethane rather than fiberglass. I would have a professional do all the work, except SOME of the initial sanding. If it was me, I'd probably do a little bit of hand sanding myself before taking them to get finished and painted, just to save a tiny amount of money.
